This is how I do it, I don't know if she did it that way.. there are 2 different ways..
Use the lasso tool, select around the outfit (or whatever
you want to change the color), and go to Image > Adjustments > Hue/Saturation. Check the "colorize" box. Then mess around until you find what
color you want, then press "OK" Make sure you get the outfit, and ONLY the outfit, or else you'll have this ugly color-thing all around it and
it looks bad
The other way is with the quick mask mode, brush, magic wand, new fill layer, solid color, and play around with the colors..

Oh I'm sorry.. I always thought you were a girl, those two get you the same results. Trust me I've done a 100 times!
You can change, haircolor, eyecolor add highlights etc..
Shygirljofan this was with quick mask.. hope it helps.
This is how they come out, I didn't do any extra designing, just showing you the way the colors turn out..
